Construction fatality statistics rose in Illinois in 2024, according to the Bureau of Labor Statistics. The fact-finding agency recorded 156 deaths, which marked a 7.6% increase from the previous year’s 145 fatalities. The fatal work injury rate also escalated to 2.7 per 100,000 full-time equivalent workers from 2023’s 2.5. Falls, slips and trips accounted for 19% of the deaths.
National context reveals widespread industry risk
Construction safety statistics reveal that workers are particularly vulnerable to falls, with the sector recording 95% of all fatal falls and 44% of nonfatal slips, trips and falls in 2024.
Around 70% of all fatal falls are linked to smaller companies employing 10 or fewer workers, where resources for safety training and equipment are often limited. This data highlights the disproportionate impact on smaller firms, which may lack the necessary infrastructure to maintain safety compliance.
Falls are also the leading cause of preventable injuries and fatalities in the construction industry. They account for 35% of all preventable nonfatal injuries nationwide, with fall-related cases dominating emergency department visits in 2023.
Common causes and high-risk scenarios for on-site falls
Construction sites are inherently dangerous environments, with their uneven surfaces, heights and presence of heavy machinery. These conditions significantly increase the risk of falls, especially when safety protocols are not followed.
Pressure from deadlines can make incidents more likely, as it often leads to rushed work. Workers might take shortcuts, skip safety checks or neglect the proper use of fall protective equipment.
According to Rigid Lifelines, a fall protection expert, some of the leading causes of falls include:
- Lack of guardrails and fall arrest systems on elevated work platforms
- Improperly secured ladders and scaffolding
- Inadequate training on fall protection measures
The CDC notes that many fall incidents occur during roof tasks, ladder work and structural framing, as these activities often occur at significant heights.
Understanding OSHA and ANSI fall protection standards
Adhering to Occupational Safety and Health Administration (OSHA) fall protection standards is mandated by law. Meanwhile, the American National Standards Institute (ANSI) establishes voluntary guidelines that complement OSHA regulations. ANSI fall protection standards serve as a benchmark for industry safety practices. Failure to comply with these standards can lead to severe financial penalties and increased risk of workplace incidents.
OSHA requires that fall protection be provided at elevations of six feet in the construction industry. The standards stipulate that employers must evaluate the work environment to identify potential fall hazards and implement appropriate protective measures. They are also responsible for ensuring their workers are trained to recognize hazards and know how to use fall protection effectively.
Passive and active fall protection systems
Fall protection systems can be active or passive. Passive fall protection prevents falls without requiring worker involvement. It includes guardrails, safety nets and hole covers. These systems are often used in environments where structural mitigation can reduce fall risks.
Active fall protection always requires worker involvement and specialized equipment. Active systems require workers to wear harnesses and utilize lanyards, safety ropes and other personal protective equipment. They are vital in scenarios that expose employees to high-risk environments, such as rooftops and elevated platforms.
Case study — repeated violations lead to major fines
Miller Building Systems LLC, an Illinois-based contractor, faced significant penalties totaling $354,912 for repeated fall-protection violations. The contractor had a pattern of negligence toward safety standards, as it had been cited 17 times for fall protection infractions since 2019.
OSHA inspectors conducted a series of inspections in various construction sites and observed several willful violations where workers were exposed to fall hazards exceeding 18 ft. The inspectors noted that safety measures were not adequately employed. At times, workers were seen on trusses and top plates without proper fall protection.
“By law, workers must use fall protection whenever they work at heights six ft. or greater. For that fall protection to be effective, it must be worn correctly, secured and tied off,” Edward Marshall, the OSHA Area Director in Peoria, Illinois, stated. “Without legally required safeguards, a slip, trip and fall can determine whether an employee’s shift ends safely, or their life ends tragically.”
Local initiatives aim to reduce fall-related incidents
To reduce construction fatality statistics, many Illinois companies actively participate in safety training initiatives and programs, such as OSHA’s Safety Stand-Down in 2022. Some construction firms also partner with safety associations and educational institutions to develop training modules specific to their operational environments. This collaboration enables a tailored approach to unique jobsite challenges.
Prioritizing fall prevention in construction
It’s the construction industry’s collective responsibility to prioritize fall prevention. Complying with safety standards at every level fosters an environment that significantly reduces the risks of fall-related incidents.
