The City of Peoria is reviewing developer submissions following the release of a Request for Qualifications (RFQ) to transform the former Exposition Gardens property into a new residential community.
Located at 1601 W. Northmoor Rd., the approximately 70-acre site was acquired by the city through a foreclosure auction in 2025 for about $1.2 million. Officials purchased the property with the goal of expanding the city’s supply of attainable, middle-income housing.
City leaders envision a development that could accommodate as many as 200 homes, with the potential for limited neighborhood-serving commercial uses along Northmoor Road.
“This site presents a rare opportunity in Peoria,” City Manager Patrick Urich said when the RFQ was announced. “We’re seeking partners who can help shape a neighborhood that complements the surrounding area and supports Peoria’s continued growth.”
Mayor Rita Ali said the project aligns with the city’s broader housing strategy.
“Expanding access to quality, attainable housing is one of my top priorities,” Ali said. “This RFQ represents an opportunity to advance Peoria’s housing goals, particularly by expanding options for middle-income homebuyers.”
The RFQ marks the first phase of the selection process. The city is evaluating developers based on their qualifications, experience, financial capacity and proposed approach before inviting selected firms to submit detailed redevelopment plans. Any final development agreement will require approval from the Peoria City Council.
According to city documents, the site has existing infrastructure and is considered one of Peoria’s largest redevelopment opportunities for new residential construction. Planning documents also call for a neighborhood design that complements surrounding residential areas while supporting long-term community growth.
Local media report that three developers submitted qualifications before the deadline. City staff are currently reviewing the proposals and are expected to identify finalists before moving into negotiations and the next phase of the redevelopment process.
