The Illinois State Police has broken ground on a $55-million regional headquarters in East St. Louis that will bring patrol, investigations and 911 communications operations together in a new 60,000-square-foot facility.

The facility will be built at 2501 Lynch Ave. and is scheduled for completion in summer 2028. Once complete, it will replace the agency’s outdated facility in Collinsville.

The project is part of Rebuild Illinois, the state’s $45-billion capital plan for infrastructure and public facilities.

The two-storey complex will include an indoor training facility with an interactive simulator, a communications tower and a generator to support emergency services.

The new headquarters is intended to increase the state police presence in the Metro East region and provide resources closer to communities where public safety needs are concentrated.

The project also is expected to support economic development in East St. Louis.

The Illinois State Police has expanded its crime prevention and investigative work in the region through its Public Safety Enforcement Group (PSEG), established in 2020 to address gun violence and improve investigations through targeted enforcement, dedicated investigative resources, technology and partnerships with local law enforcement and community organizations.

According to the state police, homicides in East St. Louis declined 56 per cent and non-fatal shootings fell 61 per cent between 2020 and 2025. In 2025, state police special agents cleared all homicides recorded that year, the agency said.

“Our new regional headquarters will enhance crime prevention efforts in East St. Louis and surrounding communities, while also encouraging community investment that will benefit the entire region,” said ISP Director Brendan F. Kelly.

The state purchased the site for $1 from Lansdowne UP, a private non-profit organization that works to revitalize the Lansdowne neighbourhood through initiatives focused on employment, workforce development, housing and neighbourhood improvements.

“The Illinois Capital Development Board is proud to collaborate with the Illinois State Police to deliver projects that further the agency’s mission and service to Illinois,” said TJ Edwards, executive director of the Capitol Development Board. “This investment will provide the infrastructure needed to support ISP and meet the operational needs of its divisions.”
