Illinois Tollway seeks engineering firms for $54M in 2026 contracts

The Illinois Tollway is seeking professional engineering firms to deliver design, construction management and land acquisition services under nine contracts expected to be awarded in 2026.

Statements of interest are due by March 27, with contracts expected to be awarded by the Tollway’s board of directors in May. Work is anticipated to begin in summer 2026.

The work, outlined in Professional Services Bulletin 26-1, has an estimated value of $54 million and will support projects under the agency’s 16-year, $15-billion Move Illinois capital program and the seven-year, $2-billion Bridging the Future plan. Contracts include:

  • construction corridor management services for the I-490 Tollway Project
  • design services for the I-490 Tollway Project
  • construction management services along the Tri-State Tollway (I-294)
  • design services upon request systemwide
  • facilities design services upon request systemwide
  • two contracts for construction management services upon request systemwide
  • facilities construction management services upon request systemwide
  • land acquisition services upon request

Additional assignments include systemwide design and construction management services, facilities-related design and construction management, and land acquisition services.

Contracts will be awarded using a qualifications-based selection process under Illinois law, which requires firms to be chosen based on demonstrated competence and professional qualifications rather than price alone. All awards are subject to board approval.
