The Hispanic American Construction Industry Association (HACIA) awarded 10 students a total of $50,000 in academic scholarships last week, marking a significant milestone as the organization celebrated its 45th anniversary of bridging communities and fostering diversity in the construction industry.
The annual banquet, held in Chicago, recognized outstanding community leaders and industry professionals while highlighting the importance of diversity, equity, and inclusion in an era of political instability. With federal government reforms and program cutbacks threatening these initiatives, HACIA’s work continues to be a pillar for small businesses and minority representation in the construction field.
“Equality in any line of business is essential. Still, construction is historically one of the most difficult industries for minorities and small businesses to break into,” said HACIA Executive Director Jacqueline Gomez. “Many of our member businesses wouldn’t be where they are today without the support from local leaders and the inspiration from our award-winners. As we reflect on 45 years of progress, we remain steadfast in our commitment to ensuring equal opportunities in construction.”
The event also served as a tribute to those who have worked tirelessly to promote equity within the industry. Honorees included:
- Lifetime Achievement Award: Dorval Carter Jr., former President of the Chicago Transit Authority, for his advocacy in securing economic development for Chicago.
- Civic Leadership Award: Illinois State Senator Ram Villivalam for his contributions to community growth and legislative efforts.
- Trailblazer Award: Illinois House Speaker Emanuel “Chris” Welch for his pioneering work in advancing equity policies.
- Government Service Award: Richard Martinez Jr. for his distinguished public service.

- Professional Services Award: Jacobs
- Small Business Professional Services Award: KAD Engineering, PLLC
- Contractor of the Year Award: Accel Construction Services Group, LLC
- General Contractor of the Year Award: The George Sollitt Construction Company
- Project of the Year Award: CTA Red & Purple Modernization Phase 1 Project
- Member of the Year: Escarpita Construction
The scholarship recipients—local college students pursuing careers in the trades—will use their funding to further their education in construction and related fields. HACIA hopes this investment will help build a pipeline of skilled workers and ensure minority voices are represented in both the workforce and the legislation that shapes the industry.
“We’ve proudly advocated for fair participation in government contracting for more than 45 years,” said HACIA Board Chairman Ivan Solis. “This year, we are reminded of the need to maintain the bridges we’ve built over the years and continue forging new ones. HACIA remains dedicated to increasing minority participation in construction projects and ensuring fair inclusion in both publicly and privately funded ventures.”
As HACIA celebrates its 45th anniversary, the organization stands firm in its mission to create a more equitable future for the construction industry, even as challenges persist.
