The City of Evanston is seeking public feedback on its Draft 2025–2029 Consolidated Plan and Draft 2025 Action Plan.
The public comment period runs through July 14.
The draft plans identify and prioritize housing, community, and economic development needs and strategies, with a focus on supporting low- and moderate-income residents. Once finalized, the plans will be submitted to the U.S. Department of Housing and Urban Development (HUD) as part of the city’s application for funding through the Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) programs.
The 2025 Action Plan outlines how Evanston will use HUD grant funds in the coming year. The Citizen Participation Plan describes the city’s policies for engaging the public in the development of its Consolidated Plans, Action Plans, and related amendments.
The draft plans identify and prioritize housing, community, and economic development needs and strategies, focusing primarily on the needs of low- and moderate-income residents. The goals of the plans are to “provide decent housing, a suitable living environment, and economic opportunities for low- and moderate-income residents”.
Plans are available online at cityofevanston.org/conplan and in-person at the Evanston Public Library (1703 Orrington Ave.) or Robert Crown Branch Library (1801 Main St.).
There will be time for discussion and questions at the City Council meeting on Monday, July 14, at 6:30 p.m., at 909 Davis Street, Evanston, IL.
