Arlington Heights pushes to keep Bears in Illinois as Indiana releases stadium proposal

The Village of Arlington Heights held a press conference attended by town staff and tradespeople on Friday, January 16, calling on Illinois lawmakers to approve a Mega Projects Bill that would allow large-scale development projects, including the Chicago Bears’ proposed stadium and entertainment district at Arlington Park, to move forward.

The event, held at Village Hall under the banner “Keep the Bears in Illinois,” highlighted the urgency of passing the legislation, which supporters say would provide predictable timelines and clear guidelines for massive developments in the state. Mayor Jim Tinaglia spoke at the conference, emphasizing that the Bears are planning a privately funded stadium and mixed-use entertainment district on the 326-acre Arlington Park site, but require state support for essential infrastructure such as roads, utilities, and site improvements.

In a separate open letter to Illinois legislators, Mayor Tinaglia stressed that the Mega Projects Bill is crucial for Illinois to remain competitive with other states, noting that without it, the Bears have been forced to consider relocating to Indiana.

“Without clear laws like the Mega Projects Bill, Illinois risks losing rare, once-in-a-generation opportunities, not just in Arlington Heights, but in communities across the state,” he wrote. The letter also highlighted the support of local school districts affected by the project.

The Bears have publicly voiced frustration over delays in Illinois. CEO Kevin Warren said Arlington Heights is the only viable location in the state, and uncertainty around the project has prompted discussions with Indiana officials about a potential move. Indiana lawmakers have introduced Senate Bill 27 (SB27), which would establish a Northwest Indiana Stadium Authority to fund and manage a possible Bears stadium. Governor Mike Braun has expressed support for the proposal, highlighting its economic and job creation potential.

Mayor Tinaglia said keeping the Bears in Illinois is not only a matter of civic pride, but also of economic impact.

“This project would generate jobs, revenue, and long-term economic activity for the state and our community,” he said. “Passing the Mega Projects Bill will provide stability, transparency, and predictable timelines so that projects like the Bears’ stadium can move forward efficiently.”
