Illinois Tollway approves $22.4 million in September construction and engineering contracts

The Illinois Tollway Board of Directors approved four construction and professional engineering services contracts totaling more than $22.4 million at its September meeting, including work to extend access from the Illinois Route 390 Tollway Lake Street (U.S. Route 20) Interchange to County Farm Road in Hanover Park.

“The Illinois Tollway has been coordinating with IDOT, DuPage County and Hanover Park over the last few years to study and plan for new access to the Illinois Route 390 Tollway,” said executive director Cassaundra Rouse. “Working together we are committing to a solution that will better serve community needs by significantly improving local traffic flow and connections to public transit.”

The new interchange is expected to reduce congestion on local roads and improve access for pedestrians and school buses serving multiple schools in the area.

September contract awards include:

  • $7.3 million construction contract to Utility Dynamics Corp. of Oswego, for systemwide closed-circuit television (CCTV) camera installation.
  • $7.7 million engineering services contract to Michael Baker International Inc. of Chicago, for roadway and ramp design on Illinois Route 390 from Lake Street to County Farm Road.
  • $4.4 million engineering services contract to STV Inc. of Chicago, for bridge reconstruction design on the Tri-State Tollway (I-294) at the CSX Railroad.
  • $3 million engineering services contract to ABNA Engineering Inc. of East St. Louis, Ill., for systemwide design services upon request.

Awards include participation from 14 certified disadvantaged, minority- and women-owned business enterprise (D/M/WBE) firms and three certified veteran-owned firms. D/M/WBE commitments range from 17.36% to 77% per contract, with veteran participation commitments between 3.75% and 5%.

To date in 2025, the Tollway has approved nearly $370.8 million in contracts, including $240.8 million through the 14th year of its 16-year, $15 billion Move Illinois capital program and $130 million as part of the first year of its seven-year, $2 billion Bridging the Future plan.
