Plan Commission approves 29-story mixed-use tower at 1200 West Carroll in Fulton Market

The Chicago Plan Commission has approved a mixed-use residential tower at 1200 West Carroll Ave., marking a new phase of development in the rapidly growing Fulton Market district.The project, led by TR Management + Consulting with architectural design by Thomas Roszak Architecture, replaces a previously approved office-tower plan by Sterling Bay. The 29-story, 312-ft. tower will feature 397 residential units, 16,000 sq. ft. of retail, and a publicly accessible green space at the northwest corner of Racine and Carroll. Groundbreaking is anticipated in early 2026.

The residential program includes 97 studios, 171 one-bedroom units, and 129 two-bedroom units, with sizes ranging from 467 to 1,550 sq. ft. Eighty units will be designated affordable under city requirements. Many units will feature private balconies.

The podium will contain a 154-stall parking garage topped with outdoor amenities including a pool deck, dog run, landscaped terraces, and social spaces for residents. A rooftop amenity floor will provide skyline and river views, indoor lounges, fitness areas, and co-working facilities.

Thomas Roszak Architecture’s design features a window-wall façade with two-tone metal panels arranged in a distinctive cross pattern. The development will also include a smaller commercial building on the north side of the lot with a second-floor suite and outdoor terrace suitable for restaurants, cafés, or boutique offices.

A pocket park at street level will provide shaded seating, trellises for sun protection, open-lawn areas for programming, and pathways connecting to retail and residential entrances. The public green space is intended to enhance pedestrian access and integrate the tower into the neighborhood’s evolving residential character.

With financing secured, the project aims to transform the northwest corner of Racine and Carroll, adding housing, retail, and public space to one of Chicago’s fastest-growing districts.
