Joliet issues RFP for Loghran Building redevelopment

The City of Joliet has issued a Request for Proposals (RFP) for the redevelopment of the historic Loughran Building, a key downtown landmark at 1 E. Cass Street. The city is inviting developers to submit proposals that will revitalize the property and contribute to the ongoing economic growth of downtown Joliet.

The Loughran Building, located in the heart of the city, presents a prime opportunity for adaptive reuse. Officials are looking for proposals that incorporate mixed-use development, commercial spaces, residential components, or other creative uses that will enhance economic activity and align with Joliet’s broader downtown redevelopment goals.

The city is looking for proposals that:

  • enhance downtown vibrancy through commercial and residential activation
  • preserve the historic character of the Loughran Building
  • demonstrate financial feasibility and long-term sustainability
  • maximize economic impact by creating jobs and attracting businesses
  • utilize economic incentives effectively to support project success
