Illinois is making $31.5 million available to help communities and landowners convert under-used land — including brownfields and former industrial sites — into development-ready properties through the next round of the Regional Site Readiness Program.
The initiative provides grants for planning and infrastructure improvements to accelerate industrial and commercial development across the state. Eligible projects include environmental due diligence, preliminary engineering, site grading, and upgrades to utilities, water, and road access — key components often required before construction can begin.
The funding is part of a broader $500 million statewide site-readiness strategy aimed at increasing Illinois’ inventory of shovel-ready industrial land and reducing delays that have historically stalled private-sector investment. The program targets all 10 of the state’s economic development regions and prioritizes areas with vacant industrial parcels, abandoned facilities, and underutilized state-owned land.
Industry advocates say the program gives Illinois communities a stronger competitive footing when pursuing manufacturing, logistics, and large-scale commercial projects.
“Investing in site readiness is one of the most effective ways to attract new employers and private investment,” said Abby Powell, director of business development for the Springfield Sangamon Growth Alliance. “Preparing sites that are truly development-ready creates the foundation for more projects, more jobs, and stronger economic growth across the state.”
Local governments, economic development groups, nonprofit organizations, and private landowners can apply for grants of up to $150,000 for planning activities and up to $5 million for capital-ready improvements. Applications will be accepted on a rolling basis through March 31, 2026, or until funding is exhausted.
The program builds on the initial round of site-readiness funding and complements the state’s “Surplus to Success” effort, which is preparing idle state-owned properties for private redevelopment.
A technical assistance session for prospective applicants will be held Nov. 3. Application information and guidance is available through the Illinois Department of Commerce and Economic Opportunity.
